There are conventions that are not so much written as assumed. To Template a user you should (a) check their time on wikipedia to see if they understand conventions and general practices (b) look at their recent edits to see if they are average users. It helps to see if you are dealing with an already warned editor, or an editor with issues, or none at all.
Years in xxx refers to https://en.wikipedia.org/search/?title=1872_in_Iran&diff=653917233&oldid=653917079 - Years in countries do not require references as strictly as normal article space - as the links are the main inherent component of the article.
