It was created by the Russians on the territory of the former Erivan and Nakhichevan khanates which were ceded by the Persian Empire in the Treaty of Turkamanchai after the Russo-Persian War (1826-1828). Ivan Paskevich, the Ukrainian-born military leader was made count of the oblast in the year of its creation. This oblast's name was renamed as Erivan oblast in 1840. the Iğdır Province of Turkey was added to oblast after Berlin Treaty in 1878.
