It was created by the Russians on the territory of the former Erivan and Nakhichevan khanates which were ceded by the Persian Empire in the Treaty of Turkamanchai after the Russo-Persian War (1826-1828). Ivan Paskevich, the Ukrainian-born military leader was made count of the oblast in the year of its creation.
