Michael Harris, Ph.D. (born January 6, 1956) is an American academic. He is currently the 6 Chancellor of Indiana University Kokomo, having held this postion since July 1, 2010. He is also a Professor of Public and Environmental Affairs, Business, and Education at the same campus. From 2007 to 2010, he served as Provost and Vice president of academic affairs and student affairs at Kettering University. From 2004-2007, he was the Vice President for Academic Affairs at Ferris State University. Previously, faculty member and administrator at Eastern Michigan University 1994-2004 and between 1993-1994 a faculty member at Tel Aviv University.

Education and Early Career

Harris holds a bachelor's degree in in economics and business administration from Bar-Ilan University (1982) a his master’s degree in Public Policy from Tel-Aviv University (1986) and a Ph.D. in public policy from Indiana University (1993). He is a graduate of two of the Harvard Graduate School of Education leadership programs (IEM and MDP). He is a retired major of the Israeli Defense Forces. and served as the Vice president of Tomer Industries 1986-1989. Harris was the vice president for finance & marketing at Tomer Industries.

Leadership in Higher Education

Harris has published five books and close to 40 articles. Chancellor Harris distinctive background shaped his academic leadership philosophy which is value based and grounded in entrepreneurship. Dr. Harris has a successful track record working toward regional transformation and international collaboration. He advocates that policy makers adopt a model of economic development based on close collaboration between business, governments, and universities and affirms that regional universities have an important role. He believes that entrepreneurship is a mindset that should be infused into the full spectrum of educational endeavors.

Honors, Awards, and Grants

Described in Eastern Michigan University: A Sesquicentennial Portrait (1999) as one of the “more prominent scholars to have graced the campus during the first 150 years.” “An experienced researcher and teacher.”

In March 2009 awarded a Michigan Incubator Grant, $250,000 by the Michigan Economic Development Corporation

In March 2010 awarded a $1.651 million grant as the Principal Investigator from the Kern Family Foundation for the development and implementation of Entrepreneurship Across the Curriculum (EAC) and Entrepreneurship Across the Institution (EAI) at Kettering University

The Kokomo Perspective named him Person of the Year for 2011, stating, “He wasted little time in making his presence felt academically, athletically, and as a member of the larger community.”

In August 2011, the Kokomo Perspective also indicated that “Governor Mitch Daniels appointed Indiana University Kokomo Chancellor Michael Harris to serve on the Indiana Automotive Council (IAC) – a newly formed group of automotive experts to enhance, grow, and promote the automotive industry in Indiana.”

The Indiana Commission for Higher Education wrote in their 2012 Strategic Plan, Reaching Higher, Achieving More, that “Chancellor Harris has made increasing graduation rates a top priority for IU Kokomo and convened a task force to pursue bold, innovative ways to make it happen.”

His current duties include “the development and implementation of all campus planning, policies, and regulations", including compliance with the guidelines of the Indiana University system and relevant state and federal laws. In addition, he provides oversight for all “recruitment, appointment, and promotion” of persons employed by the campus. Furthermore, he is responsible for “preparation, review, approval, and implementation of budgets, fiscal planning, academic programming, and the development and utilization of physical facilities.”

Personal Life

He was born in South Africa, immigrated to Israel as a kid, grew up on a commune and served in the Israeli Defense Forces.He is married to Tal Harris and has three sons Ronen, Asaf, and Amit.
