  3. Decline. There is an ongoing Arbitration Request on this same topic at Misplaced Pages:Arbitration/Requests/Case#Argentine History. Lecen should not haven open this request yet, both cases would overlap. If the Arbcom closes the case instructing for a mediation, then this mediation may be requested again.
