RE: Calling "attention to the problem publicly"

As described at Misplaced Pages:Neutral_point_of_view/FAQ#Dealing_with_biased_contributors. When I see something like this it means to me the first step is: discuss at the talk page per WP:Dispute, start a new section on biased editing, quote the policy and then list strong evidence, especially quoting very biased WP:Soapbox by individual(s). Obviously as politely as possible (which I intend to do next time) - but if I am totally misinterpreting this, do tell. First time I tried it a new editor who sees every correction as a personal attack went postal so of course it makes me a bit nervous in doing it again. Thanks.
