Francis (voiced by Faith Abrahams) is a fictional character in the Nickelodeon animated television series The Fairly OddParents, serving as Dimmsdale Elementary's resident school bully. He is 12 years old.
He beats up every boy in school on the last day of school every year. He also is highly skilled in martial arts and teaches them. This skill allows him to even bully Timmy's dad in one episode. In The Big Superhero Wish, Francis became the Bull-E.
He goes to sleep with a plush unicorn. He has a business called Francis's Toilet of Tickets, in which he resides in the dirtiest toilet of the boys' bathroom, and is summoned when flushed. He's the only one of Timmy's main enemies (Vicky, Mr. Crocker, Norm, etc.) who Timmy has not defeated in a movie as a main enemy.
Francis is a schemer as well as a bully. One example of this comes in the very first Fairly OddParents episode, where Timmy, who had wished himself older, defends Chester and A.J.. by giving Francis a wedgie. Seeing that police are nearby (and probably knowing that adults who harm kids are very likely to get arrested no matter what the circumstances), Francis starts crying crocodile tears and gets Timmy arrested. Another example came in a later episode where Timmy was accused of shoplifiting, while he was innocent and Francis, who put on a good-boy act in public, was really the thief, stealing things such as a barrel of lard, an electrical generator, and a TV, which he stuffed down his pants. A third comes from his desire to con the Tooth Fairy out of money by putting Chester's tooth under his pillow and then going after Timmy's loose buck teeth.
