Denman was the son of Richard Denman and the great-grandson of Thomas Denman, 1st Baron Denman, Lord Chief Justice of the King's Bench. Thomas Denman, 3rd Baron Denman, Governor-General of Australia, was his elder brother. Denman was elected to the House of Commons for Carlisle as a Liberal in 1910, a seat he held until 1918. He later joined Labour and was elected for Leeds Central in 1929. He continued to sit for this constituency until 1945, from 1931 as a National Labour representative. In 1945 he was created a Baronet, of Staffield in the County of Cumberland. Denman died in December 1957, aged 81, and was succeeded by his son Charles, who in 1971 also succeeded his cousin as fifth Baron Denman.
