Not much is known about Wilhelm. He is the founder and CEO of the largest interplanetary conglomerate, Vector Industries. He also served as the Executive Committee Director of the Galaxy Federation, up to a decade ago. To be the founder of Vector and the Executive Committee, Director Wilhelm must be very old, much older than any normal human could possibly live. Wilhelm is one of the most suspicious characters in the Xenosaga series; it seems he is manipulating every other conglomerate and individual for his own personal gain.
One of Wilhelm's assistants is the former Lieutenant Virgil, who now dresses in blue attire and is hidden behind a blue mask. Virgil was killed by KOS-MOS during the gnosis invasion of the Woglinde because he was in the way of her most accurate shot at the gnosis. Apparently, he was resurrected and took the form of a robed Testament, a powerful and mysterious agent of Wilhelm. The extent and nature of the Testaments' power is unknown, but they seem to be Wilhelm's closest personal assistants. By the end of the second game we have seen four Testaments, each dressed in different-colored robes: black, red, blue, and white.
Wilhelm's link to the collective mythos upon which Xenosaga is based may lie in the titles of the first Xenosaga games, Der Wille zur Macht and Jenseits von Gut und Böse. These titles are shared with publications by Friedrich Wilhelm Nietzsche, whose middle name is shared by Wilhelm himself. This link helps to attribute Wilhelm to his role as a manipulator or a bystander of the events which unfold in Xenosaga.
