Harry Grant was an Israeli-born developer out of New Jersey, who financed the gold dome of Newark's City Hall and planned the never-completed Renaissance Mall in the cityCite error: A <ref> tag is missing the closing </ref> (see the help page). There were plans for a 21-floor atrium above the 121st floor, which would have been the top floor of the hotel. If it was built as planned by 1986, it would have had the tallest hotel contained and would have been the tallest building and the tallest structure.
