He served as member of Parliament for the Labour Party representing Merthyr Tydfil and Rhymney until he stepped down in 2001. He was appointed a CBE in 2002. He had served as a junior minister under the James Callaghan government.
In June 2004 he was given a life peerage, as Baron Rowlands, of Merthyr Tydfil and of Rhymney in the County of Mid-Glamorgan.
