RPN launched in the late 1960s as Kanlaon Broadcasting System, under Roberto S. Benedicto. Kanlaon is a volcano in the Philippine island of Negros, the home province of Mr. Benedicto. After President Ferdinand Marcos sequestered the rights of CBN-9 of Eugenio Lopez, Sr., he awarded the Channel 9 frequency through a Presidential Decree. After the 1986 EDSA Revolution, all of the stocks and assets of RPN-9, IBC-13 and BBC-2 were sequestered by the Presidential Commission on Good Government (PCGG). President Corazon Aquino awarded BBC-2 through an executive order to ABS-CBN Broadcasting Corporation headed by Eugenio Lopez, Jr.. RPN-9 and IBC-13 assets and equipments were turned over to the Government Communications Group. There were plans to auction the TV frequency rights currently in use by RPN-9 and IBC-13 in the future.
