It covers an area of 615 km² and has a population of 210,000. It is a division of the prefecture-level city of Changzhi which was founded in 1994. Lucheng's economy is driven by coal and limestone mining.
A village in Lucheng county, Changchuang, sometimes translated as Long Bow, was made famous by the book Fanshen written by William H. Hinton. The book chronicles the changes Changchuang underwent after it was taken from Japanese control by the communist Eighth Route Army.
