Date of publication We don't know. The copyright notice at the source say "2021", and if this correct, the source we used was certainly not the first publication. (The copyright notice could be auto-updating, which makes it false; we don't know).

It certainly could be. We just don't have one, and there doesn't seem to be one on the web. We've put a request for a photo on the article talk page.

Anyone wanting to use a photo for commercial purposes would certainly make their own photo (the statue is easily accessible), and this reduced copy is of little value. our source is an article by an academic and there's no reason to believe they would monetize it.
