His work "Ojagh" became a thesis for revival of inter-ethnic strife over the Nagorno-Karabakh region of Azerbaijan, which ultimately resulted in 1991-1994 Armenian-Azerbaijani war and 30,000 fatalities on both sides. Zori Balayan was placed on the Interpol's list of international criminal at the request of Azerbaijan, though in 2001, Armenia managed to exclude Balayan from this list.
