The 2023 People's Council of the Luhansk People's Republic election will take place on 10 September 2023, on common election day. All 50 seats in the People's Council will be up for election.

Electoral system

Under current election laws, the People's Council is elected for a term of five years by party-list proportional representation with a 5% electoral threshold. Seats are allocated using the Imperiali quota, modified to ensure that every party list, which passes the threshold, receives at least 1 mandate.

Candidates

To register regional lists of candidates, parties need to collect 0.5% of signatures of all registered voters in Luhansk People's Republic.

Due to lack of functioning municipal representative bodies in the republic only federal parliamentary parties were relieved from the necessity to collect signatures:
