"is" or "near the site"

Well the reference does more or less say it was the ancient Paeonian capital of Stobi but if you read it carefully this is clearly a fairly careless wording used by a writer who isn't interested in Gradsko as such. A glance at the map makes clear that the two sites are distinct.
