It means, a Shudra, though not traditionally allowed by law, sometimes undergoes the same ceremonies as the higher classes in certain regions. This includes groups like Gopas (milkmen) and Nāpitas (barbers). Sat-Sudras, placed after Brahmins, were considered higher caste, different from Sudras or asat-Sudras.
