John Henry Parkes was a Democratic Unionist Party (DUP) politician who served as High Sheriff of Belfast between January 1995 and 1996, as well as a City Councillor for the Balmoral DEA from 1985 to 1997.

Background

At the 1985 local elections, Parkes was elected for the Balmoral District on Belfast City Council. He was subsequently re-elected in 1989 and 1993.
