This was the 1st tournoment held by the segund b created the year before as an intermediated division between the third and the second division .The league was made up by 20 teams that were split into 4 groups . the teams that played that first season where Irapuato, Bachilleres, Lobos de Tlaxcala and Tuberos who lost regulation from the segunda Division . Celaya , Martínez de la Torre, Deportivo Neza, U.A.B.J., Uruapán, U.V. Xalapa, U.A.Tamaulipas, Iguala, U.P.A.E.P., Albinegros de Orizaba, Industriales Tepatitlán, Tabasco, Estudiantes Chiapas, Átomos, Salmantino, Durango who were promoted from the Tercer Divicion.
