Despite being a frequently recurring character, actual notability of the character is minimal. All sources cited in the article are only verifying information and show no indication of notability. A source search through News, Books, and Scholar turned up little bar trivial mentions and plot recaps. There's a good short paragraph in "James Bond and Popular Culture" describing his role in the series, but that's all I found. One source is not enough for an article.
