The Madeiran honorary insignia are decorations awarded by the Government of the Autonomous Region of Madeira, which ‘aim to distinguish, in life or posthumously, citizens, organisations or institutions that stand out for personal or institutional merit, acts, civic achievements or services rendered to the Region’ (Regional Legislative Decree no. 21/2003/M).

The insignia were instituted by Regional Legislative Decree no. 21/2003/M of 13 August and regulated by Regional Regulatory Decree no. 9/2004/M of 12 April.

Its allocation is decided by resolution of the Regional Government Council, on the proposal of any member of the Regional Government or any member of the Regional Legislative Assembly.

Categories

There are three types of honorary insignia (for valour, distinction and good service), each with the rank of cord and medal.

Autonomous Insignia of Distinction

Under the terms of Article 4 of Regional Legislative Decree no. 21/2003/M, ‘it is intended to honour:

a) The exceptionally relevant performance of duties in self-government bodies, regional public administration or in the service of the Region, and which merit special distinction;

b) Professional performance and virtues, worthy of being singled out for public respect and consideration.’

Autonomous Insignia of Good Services

Under the terms of article 5 of Regional Legislative Decree no. 21/2003/M, ‘it is intended to recognise acts or conduct of exceptional importance by Portuguese or foreign citizens who:

a) Enhance the value, prestige and dignity of the region at home or abroad, or contribute to it;

b) Contribute to the expansion of Madeiran culture or to the knowledge of Madeira and its history and values;

c) Contribute to the strengthening of emotional, cultural and economic ties between all Madeirans, resident and absent;

d) Distinguished by their dedication to the regional literary, scientific, artistic or sporting cause;

e) Distinguished by their dedication to the cause and services rendered in favour of education and teaching, including communications given at national or international congresses or symposia, or similar activities.’

Autonomous Insignia of Honour

Under the terms of article 6 of Regional Legislative Decree no. 21/2003/M, it serves to ‘distinguish meritorious acts or services performed by Portuguese or foreign citizens in the exercise of any public or private functions, in any of the following ways:

a) Industrial, commercial, livestock, forestry and agricultural activities, as well as works;

b) Civic and professional activities.’
