Porebski's military career started in the Russian Navy, where he served in the position of a rear-admiral. After Poland regained its independence, he became the first commander-in-chief of the Polish Navy. In 1918 he founded the "Bandera Polska" association. In 1920 he was the initiator of the Navy School in Tczew. He was also the first one who proposed and presented projects of expansion of the Polish fleet and the military harbor in Gdynia.
