Prem C Pandey Founder Director NCAOR Goa and Vigyan Ratna Samman by Council of Science & Technology (CST), Uttar Pradesh Government, Shanti Swarup Bhatnagar Award, CSIR Govt. India, Gold Medal NASA Exceptional Scientific Achievment Medal, USA, and many other award of Remote sensing and Geophysical Field Award K.R. Ramnathan Memorial Medal by Indian Geophysical Union at present Emeritus Professor, CORAL Indian Institute of Technology Kharagpur , West Bengal.

Dr. P. C. Pandey is Founder Director National Centre for Antarctic and Ocean Research NCAOR Goa, Formerly known as Antarctic Study Centre. Dr. Pandey was born in Vill & Post Ramapur -223225, Azamgarh, Uttar Pradesh, India, on August, 10, 1945. He got his D.Phil degree from University of Allahabad, Allahabad in 1972 and join a scientific centre at Pune for one year after this he intered in Space Application Centre SAC, ISRO and worked there also on the post of Head Oceanic Sciences Dovision until joining as Founder Director post at NCAOR Goa in 1997. At SAC Ahmedabad he specialised in microwave remote sensing of the Earth, Atmosphere and Ocean system, Sea-ice, Polar Remote Sensing and played a key role in analysing data from ISRO's first satellite, Bhaskara, and also in the planning of ISRO's future mission such as OCEANSAT-1/2 and CLIMATESAT. he worked as a senior NRC Research Associate at NASA - JPL, Pasadena, CA, from 1980 to 1983 and then from 1987 to 1989, where he worked on SEASAT and later on UARS missions. He helped in arising of new centres in University of Allahabad and given moral support to Govt. for increasing scientific centres for stable carreer of science in India for bright future of the coming generation. Presently he is giving his service to CORAL IIT Kharagpur with his past experience of science which have vision to explore the truth of ocean, atmosphere, and Land interaction along with major emphassis to sea-ice problem and tsunami study.

Dr. Pandey was honoured with NASA Exceptional Scientific Achievment Medal for excellent work in 1985 , Hari Om Asharam Prerit Vikram Sarabhai Award 1987, Shanti Swarup Bhatnagar Award Handbook of Shanti Swarup Bhatnagar prize winners (1958-1998) (ZIP format) 1989 by CSIR, Govt. of India, Vigyan Ratna Samman in 2002 by CST U.P. Govt., M. S. Krishanan Award by Indian geophysical Union. He is a Fellow of Indian Academy of Science Bangalore, National Acadamy of Science India , Allahabad at present, , K.R. His recent popular books are Antarctic: Scientific & Geopolitical Perspective, and Advances-in-marine-and-Antarctic-science.

In the last phase he actively participated in growing the new centres in which excelent one NCAOR based and funded till date KBCAOS in University of Allahabad Allahabad and CORAL IIT Kharagpur. Leaving the SAC Directorship dispute he became Founder Director of NCAOR (First Polar Centre of India Govt. which carry out activities out of country and base on MOU with many contries and also by signature of Geopolitical MOU) on Govt. India's disputed land, also he got success to give the present shape KBCAOS and CORAL IIT Kharagpur new Centre of Earth System Science related work indirectly.
