You are not allowed to use Twinkle. You have been misusing it. I put you in the tool blacklist. If you work out a way around it and start using it again, you will be blocked.
Putting the JS import back in is tantamount to declaring your intention to abuse again.
Please take it back out again. I was entirely serious that you need to focus on article editing and step away from administrative types of actions until you demonstrate that you can do them within the bounds of our policy and community expectations.
