It was founded in 2000 by Norman Lowell. He obtained 1,600 first preference votes in the European Parliament election of 2004. This is apparently less than .6% of the voters. The party is widely deemed to be a fringe party of the right. However members claim to align themselves individually with many ideologies coming from both the Right and the Left, such as Patriotism, Libertarianism, Nationalism and Environmentalism. A primary component of their ideology is decreasing the number of African immigrants who they believe target Malta because of lax detention policies. Imperium Europa considers the Maltese government to have failed by allowing non-whites to enter the country. This links to their secondary aim of uniting Europe under a single flag and empire in order to preserve what they call, "the ever-diminishing white race." In their opinion these long-term policies will promote the well-being of their people and their land.
The party is controversial or perhaps even fringe in Malta. Normal Lowell was accused of inciting racial hatred on January 22, 2005 He disputes this charge and in September 2005 requested they be declared null and void. The Times of Malta newspaper calls the party far-right. Their motto is 'Il-Maltin l-ewwel u qabel kollox!' (The Maltese come first and foremost).
