Downs served as the first Los Angeles City Councilman representing the 10th district after the new city charter went into effect in 1925. However, he did not finish his term after being convicted on October 22, 1925, of receiving a bribe from a developer who planned to construct a "moving sidewalk" under the Second Street Tunnel.
