It is a long street linking the rue d'Italie, by the church of Saint-Jean-de-Malte, and the rue Victor-Hugo, crossing the rue du 4 Septembre at the central Place des quatre dauphins. Like the whole quartier, it is named after cardinal Michel Mazarin, Archbishop of Aix from 1645-8 and brother of the more famous Cardinal Mazarin, who planned the quartier in 1646.
