He was born in Janesville, Wisconsin, and graduated from Joseph A. Craig High School. Later he attended Miami University in Ohio before entering the family business in Janesville. Ryan worked as an aide to States Senator Bob Kastin in 1992 and as legislative director for Sam Brownback of Kansas from 1995 to 1997. He was elected to the House in 1998 and assumed office in 1999. He serves on the House Ways and Means Committee and the Joint Economic Committee.
