Indian Institute of Planning and Management (IIPM) is a business school headquartered in New Delhi, with 18 branches across India. Founded in 1973, the institute offers undergraduate and postgraduate programmes in National economic planning and Entrepreneurship, as well as international and fellowship programmes. Its executive education programs also include non-credit courses and visits at foreign business schools. the institute has been the subject of tax issues which have been resolved, trade practices investigations which have been suspended, as well as media reports on controversies with respect to its advertising and ranking. In 2011, IIPM was ranked the 5th best business school in India and the 2011 Best B-school in Asia overall among B-schools from 29 countries at the second Asia’s Best B-School awards.

History

IIPM was started in 1973 in New Delhi. According to the institute, its "first residential full-time post graduate diploma program" started in the year 1974 after selection tests were conducted in Delhi, Kolkata, Mumbai and Bangalore. Currently, the institute has 18 branches across India, including in Gurgaon, Noida, Bangalore, Chennai, Ahmedabad, Kolkata, Chandigarh, Hyderabad, Pune, Lucknow, Indore, Bhubaneshwar, Bhopal, Jaipur, Dehradun, and Cochin.

The Founding Director of IIPM is Dr. M. K. Chaudhuri, and the Honorary Dean is Arindam Chaudhuri.

Facilities and faculty

IIPM Campus, New Delhi

IIPM has a three acre campus in New Delhi, and 17 branches across India, including Mumbai, Chennai, Ahmedabad, Bangalore, Pune, Gurgaon and Hyderabad. The infrastructure of the main campus includes classrooms, teaching aids, libraries, electronic libraries, IT equipment like Wi-Fi and laptops, and leisure equipment like a gymnasium and swimming pool; the facilities at the branches vary, but are usually less extensive. It has over 10,000 books in the Delhi libraries, with access to several other libraries through sharing agreements.

Arindam Chaudhuri is Honorary Dean of IIPM. The regular faculty of the institute comprises alumni of IIPM, as well as visiting professors. About 20% of its faculty have a doctoral degree. According to the Financial Times, IIPM has been successful in getting "many top international professors to teach in India." Unlike most other business schools, the school has also built up its teaching faculty in India by recruiting its own graduating MBA students.

Accreditation

The institute does not by itself award BBA or MBA degrees; it awards certificates for its students, who then can optionally apply for degrees from allied institutions. Inititially, they could receive BBA or MBA degrees from the International Management Institute in Belgium, itself not a recognized accredited institution. Since 2010, IIPM students optionally get MBA/BBA degrees from Manonmaniam Sundaranar University, a UGC recognized university. Students of ISBE, a school run by IIPM, similarly get distance learning degrees from Manonmaniam Sundarnar University.

The certifications offered directly by IIPM are not accredited by AICTE, a regulating body for technical education in India, whose accreditation is a voluntary process. According to IIPM, its courses do not come under the purview of AIU, AICTE, UGC and similar government-established regulatory bodies.

Current status

IIPM is the "on-site academic partner of Manonmaniam Sundaranar University which grants its degrees to IIPM students." Students of Indian School of Business and Economics (ISBE), run by IIPM, have a distance-learning degree arrangement with Manonmaniam Sundaranar University. In March 2009, IIPM received the “candidate for accreditation” status from International Assembly for Collegiate Business Education (IACBE), an accreditation body for college and university programs. The status expires in March 2014. While the degrees offered by Manonmaniam Sundaranar University are UGC recognized, the certifications directly offered by IIPM are not accredited by AICTE, a government regulation body in India. Applying for accreditation with AICTE is a voluntary process and not mandatory.

History

University Grants Commission (India)(UGC) had, prior to a court settlement in June 2008, said that IIPM was not authorised to operate as a university in India. The acting Chairman of UGC, Prof V N Rajshekharan Pillai, in 2005 argued that the advertisements can be "misleading". According to the institute, it has not sought de jurerecognition from any statutory body or accrediting authority. In October 2005, the University Grants Commission (and the AICTE later on) raised objections over IIPM offering technical degrees. The institute clarified that it never offered the MBA or BBA degrees. These are offered by IMI, Belgium, a not-for-profit business school. In June 2008, the Delhi High Court advised the UGC and IIPM to settle the matter amicably and go for an out-of-court settlement. Students who complete the certificate courses become eligible to apply for MBA/BBA degrees from the International Management Institute (IMI) Belgium or IMI's post graduate degrees. IMI awards degrees to the institute's students as IMI has recognised the course structure of the institute. The alliance also enables the institute's students to visit IMI as part of student exchange programmes for one semester. It was reported in 2002 that extending the tie-up, IMI will also now confer its PhD awards to the institute's research fellows. The University of Buckingham announced the signing of a Memorandum of Understanding in March 2009 with the institute, mentioning that the University of Buckingham is working together with the institute "towards the final accreditation of IIPM's BBA and MBA programmes."

According to the institute, it is an academically independent and autonomous body, without affiliation to any university; and as per the institute, its programmes do not fall under the purview of AIU, AICTE, UGC and similar government-established regulatory bodies. Nevertheless, UGC and AICTE declared IIPM to be a fake university not permitted to confer MBA and BBA degrees; IIPM filed a lawsuit in response. In June 2008, UGC and IIPM reached an agreement in the Delhi High Court, with UGC agreeing to remove IIPM's name from the fake universities list, and IIPM agreeing to clarify that it offers only "certificate courses". The Uttarakhand University Registrar in February 2010 said that IIPM was running MBA and BBA without UGC and AICTE affiliations and IIPM's continuing operation would be detrimental to other institutions which operate with affiliations.

In July 2010, UGC issued a notice to IIPM, after the Andhra Pradesh State Council of Higher Education questioned IIPM on the authenticity of its Hyderabad courses. UGC Chairman Ved Prakash commented that IIPM was advertising its programmes using the names of UGC, HRD Ministry and AICTE and that "it is indulging in cheating.” IIPM Group President for Corporate Affairs Amit Saxena said the institute wasn’t a university, was not empowered to award degrees on its own, and was doing neither.. IIPM is the "on-site academic partner of Manonmaniam Sundaranar University which grants its degrees to IIPM students." Saxena also said that IIPM had made representations to UGC and Andhra Pradesh State Council of Higher Education to "clarify the stand," and that the subject was "sub judice at the Delhi high court." The registrar of Manonmaniam Sundaranar University, a UGC recognized university, confirmed that IIPM was authorized to offer Manonmaniam Sundaranar University's MBA/BBA programmes in all of IIPM's 18 centres. Students of Indian School of Business and Economics (ISBE), run by IIPM, were informed by Manonmaniam Sundaranar University that theirs is a distance-learning degree arrangement.

Academics

Offered programmes

According to the institute, it offers programs under two streams:

  • International programs
  • Programs under the School of Business and Economy

According to the institute, its programs, under the above mentioned two streams, are as follows –

  • A 2-year full time Postgraduate Programme in Planning and entrepreneurship
  • A 3-year full-time Undergraduate Programme in Planning and entrepreneurship
  • A 1-year full time Postgraduate Programme in Planning and entrepreneurship (for working executives with at least two years of past work experience)
  • Fellowship programme, open for post-graduates.

Certification

Under the first three streams mentioned above, the institute offers certificate courses aimed at making students eligible for degree courses.

Courses

The IIPM course spans 22 months and includes 1944 hours of teaching. The postgraduate program has 1920 contact hours. The institute tries to give its students a "hands on" approach to learning, by giving them the exposure of working on live consulting assignments in major firms.

In the first year, core subjects such as marketing, accounting, finance, economics and organizational behavior are covered. In the second year, the marketing and IT papers are compulsory, and students pick a major in human resource or finance. the institute also offers other courses that take an unconventional look at the disciplines of business management. The course addresses concepts of national economic planning along with entrepreneurship. There’s an additional focus on developing Executive Communication, which is a four-credit course per trimester and spans throughout the programme in every trimester.

Global Outreach Programme

Under the Global Outreach Programme, IIPM invites foreign faculty members from business schools across the world to come to its campuses in India and teach its students.

GOTA programme

All students of the institute are sent on a 21-day compulsory trip to European countries to study under its Global Opportunities and Threat Analysis (GOTA) programme. The programme arranges visits of the institute's students to multinational firms and political organizations. From 2008, students have also started going to the African and Australian continents under the GOTA programme.

Relationships with other educational institutions

In 2008, professors from National University of Singapore, Singapore conducted a seven week course at the institute on investment ianking for the top hundred students from IIPM leading to a joint certification in investment banking. In the same year, IIPM launched a global executive management programme with 80 seats every session and two sessions every year. The management programme had Chicago GSB and The Haas School of Business associated with it.

As of 2009, NUS was conducting Global Success Management Workshops for batches of IIPM students in Singapore “on specific business related topics.” In 2009, 2010, 2011 and 2012, Nanyang Technological University has sent students to the institute for a four week course on an overview of Indian culture and economy. In 2006, IIPM collaborated with Stanford University's Centre for Professional Development organised a strategy workshop in New Delhi. The Mercator School of Management, Duisburg-Essen University, has a formal partnership with IIPM for exchanging students and faculty, and conducting joint research. The Ecole Supérieure du Commerce Extérieur lists IIPM as a partner institution, which enables their students to study their curriculum at IIPM.

As of January 2012, according to IIPM, it has the following current global partners. NYU Stern (for International Residency), Imperial College (participating B-school), Haas School of Business (Strategic Marketing Programme), McCombs School of Business (Affiliate B-school), Cornell University ILR School (Participating school for GOTA), National University of Singapore (Wealth management programme) and Nanyang Technological University. Judge School of Business (Cambridge University), Darden School of Business (University of Virginia) and SDA Bocconi School of Management are mentioned as past partner institutions.

Research and publications

IIPM's research and publications come under the a body known as the IIPM Think Tank; according to the institute, it is "an independent, India-centric research body" which has a presence in New Delhi, Mumbai, Chennai, Pune, Banglore, Hyderabad and Ahemdabad. The IIPM Think Tank archives cases in the areas of marketing, human resources, finance, strategy and information technology, and reports related to the sectors of steel, glass, banking, prophylactic, auto, hospitality, and energy. Italso publishes several journals:

  • Need The Dough: a finance journal
  • The Human Factor: a human resources journal
  • Strategic Innovators: a strategic management journal
  • The India Economy Review: a quarterly economics journal

Ranking

The institute states that "Rankings don't matter" and it has "strong reservations on the methodology applied by most of the magazines to rank b-schools."

2008-2009

The 2008 Zee Business Best B-School Survey ranked IIPM 7th overall, 1st in Global exposure, 15th in Infrastructural facilities, 9th in Course content, and 9th in Placements. The 2009 Zee Business Best B-School Survey ranked IIPM 5th overall. In November 2009, IIPM's Delhi branch was ranked 9th amongst India's top ten private schools by the Hindustan Times The India Today group's Mail Today 2009 ranking of institutes offering full time, two year management programme in Delhi/ NCR gave IIPM's Delhi branch the top rank in "quality of faculty", "placement of the past three batches" and "the global exposure offered during the programme".

2010

Mail Today's August 2010 B-School survey ranked IIPM #1 amongst 25 top-of-the-mind institutions. IIPM was also ranked #1 top performer apart from being ranked amongst the top ten b-schools in the Delhi-NCR region. Additionally, IIPM received the rank of #1 in International exposure, #1 in Intellectual capital, #4 in Course curriculum, #1 in Global Exposure, #2 in Student development, #3 in Faculty, #2 in Placements, #5 in Infrastructure, #4 in Industry interaction, #2 in Potential to network and #6 in Salary. In February 2010, IIPM was awarded for its "innovative teaching methodology" in the 2010 DNA & Stars of the Industry group’s Innovative B-School Awards.

2011

In 2011, IIPM was ranked the 5th best business school in India in the Zee Best Business School survey results. In the same survey, it was additionally ranked #1 in India in terms of Global Exposure, #1 on Intellectual Impact, #5 in terms of Course Contents, #3 on Industry Interface, #5 on Overall Placements and #16 on Infrastructural Facilities. IIPM was ranked the 2011 Best B-school in Asia overall among B-schools from 29 countries at the second Asia’s Best B-School awards held in Singapore. It was the second Indian B-School to win this award. In DNA’s 2011 National B-School Survey, IIPM was ranked 8th Best B-school in India. In the same survey, IIPM was ranked #1 in International Exposure, #11 in Curriculum, #9 in Intellectual Impact, #6 in Image of the institute, #11 in Placements, #6 in Industry Interaction, #8 in Infrastructure and #12 in Potential to Network. In the 2011 B-School Survey of Mail Today, IIPM got the #1 rank overall amongst all B-schools surveyed.

Job placement

According to the institute, only 70 percent of its students opt for the placement process, and that almost all of these 70 percent students get jobs through it. In 2005, IIPM Delhi and Mumbai's average placement salary was Rs.380,000 for domestic placements and $30,000 for international placements. ICICI was the biggest recruiter and IBM was the "Star recruiter". It has been reported that the Indian Institute of Planning and Management invites companies to the campus, but also offers placements at its sister concern, Planman Consulting.". In 2007, according to IIPM's placement office, its students got placed in over 200 companies.

Since 2006, IIPM claims a 100% consistent placement record.

In 2007, it was reported that IIPM and other b-school graduates received "fabulous offers from top notch firms." According to IIPM, in 2007, "over 200 companies listed under Fortune 500, multi-national corporations and start-ups recruited students." In 2008, IIPM placed 2,670 students through campus placements, including 165 international placements.

IIPM has seven international placement offices.

In June 2009, Mail Today, an India Today group publication reported that the institute got jobs for 2,300 out of 4,000 students with 750 companies participating, and 46 international placements, with the results of 100 campus interviews still being awaited. The average annual pay package was INR 420,000, which was reported to be a good figure given the recession. According to the institute, financial service companies and small and medium enterprises participated in placements in 2009.

In June 2010, it was reported that more than 10,000 IIPM students have been placed in the last five years in more than 1,500 companies; with more than 250 students getting international placements in the last three years, a new benchmark. IIPM Delhi got the highest number of global placements in India for 2008 (165 students placed globally) and 2009 (55 students). Overall, the highest annual package received by an IIPM student was Rs.20 lakhs with the average being Rs.4.63 lakhs. As per IIPM, in 2009, HSBC, HDFC Bank, Barclays, India Bulls, Fidelity, ICICI, Goldman Sachs, India Infoline, Standard Chartered, KPMG, Ernst & Young, Colgate-Palmolive, UB Group, and Zee Enterprises also participated in IIPM placements. The August 2010 Mail Today commissioned perception survey noted that biodatas mentioning IIPM will be "be kept on top of the pile" by HR managers. In 2011, 2400 students were placed by IIPM. According to the institute, the average annual salary was INR 520,000 and the maximum in international placements was INR 2,750,000.

JAM magazine

In its June 2005 issue, JAM (a fun and satire magazine) carried an article by Arjun Ravi (namedIIPM: Tall Claims) where he claimed that IIPM's advertisements were misleading. Arjun Ravi also stated that IIPM uses rankings from 2003. The article was removed subsequently by a court judgment against JAM.

Rashmi Bansal, the editor of the JAM magazine, published similar content in her blog, and this story was picked by other bloggers such as Gaurav Sabnis. IIPM sent a legal notice to Sabnis, eventually resulting in Sabnis being forced to resign from his job. Business World India magazine, of which Rashmi Bansal is a contributing editor, in its October 2005 issue, covered the issue. The magazine reported that facilities including the swimming pool, 300-seater auditorium, seven amphitheatre classrooms, and mini golf course were restricted to IIPM's Delhi campus only. IIPM, in response to these findings, stated, "We have only one campus. The rest are branches." The magazine also reported that the average age of IIPM faculty is 27 years, and the international faculty mentioned in IIPM's advertisements only gave one-time lecture to the students. Both Arjun Ravi at JAM and Businessworld stated that the institute did not provide them with detailed statistics on student placement.

IIPM issued a statement countering the allegations raised by the magazines. IIPM said that these allegations were a result of inferiority complex that IIM alumni (like Rashmi Bansal and Gaurav Sabnis) suffered due to IIPM (referring to IIPM's 'Dare to think beyond the IIMs' positioning statement), and that the articles were shallow lies, and an attempt to spread baseless rumours.

Court ruling

In August 2010, JAM reported that "in furtherance of the order dated 1 June 2010 by the Hon civil Judge no 1 at Cachat, Silchar...," JAM was "temporarily removing the link to the article."

Outlook, Careers 360

Outlook (a news magazine) and Careers 360 (a student/career magazine), both published by Maheshwar Peri, have reported on the Institute, with IIPM successfully suing Peri, Outlook and Careers 360 on defamation charges.

Background

A ranking of business schools released by Outlook magazine in 2003 ranked the institute 4th on Industry Interface, 7th on Industry Interface and 8th on Extra Curricular Activities. But the magazine later in 2005 issued a notice withdrawing the rankings saying the institute misguides students through unethical practises and does not disclose facts truthfully. According to Arindam Chaudhuri, Honorary Dean of IIPM, this was done after Arindam pointed out Outlook's usage of perception qualitative rankings to influence b-school ranks. Post this, according to Arindam, IIPM responded with legal action against Outlook. In 2009, as per Mahesh Sarma in a Careers 360 article, Judge Business School, University of Cambridge, Darden Graduate School of Business Administration, University of Virginia and Haas School of Business hosted IIPM's non-credit Executive Education program participants and conducted sessions for them. Mahesh Sarma wrote that a representative from McCombs School of Business wrote that they were not aware of a relationship between IIPM and them and that IIPM may have “a relationship with another college at University of Texas-Austin.” A representative from Judge Business School confirmed to Mahesh Sarma that they were delivering a “five day non-degree executive education programme” to IIPM students in Cambridge University. The representative mentioned that “there are no university qualifications awarded from Cambridge University or Judge Business School. The only certificate is a certificate of attendance which is what we provide to participants on all our programmes.” As per Sarma, Darden Business School, University of Virginia wrote to them confirming that “along with Cambridge (Judge) and UC Berkeley (Haas),” University of Virginia's Darden School of Business was providing a series of week-long Executive Education non-credit programs for IIPM. Darden also mentioned that with IIPM it had no tie up or partnership agreement. Haas Business School confirmed the existence of a contract with IIPM; they also confirmed that IIPM “may represent itself as a business school 'participating' with the Haas School of Business,” and that Haas faculty will teach courses in the IIPM program. It was also reported by Mahesh Sarma that a representative for the University of Buckingham had clarified that although they are in talks with IIPM, there is no formal agreement yet; and that until IIPM's program are formally accredited by the QAA, IIPM does not have consent to mention the University of Buckingham in its advertisements. Mahesh Sarma also reported in Careers 360 that after they published their article, IIPM removed the name of University of Buckingham from their advertisements. As per Mahesh B Sarma in Careers 360, NVAO, the accreditation organization for Netherlands and Flanders, has clarified that IMI "is not a recognised higher education institution in the Dutch or French speaking part of Belgium" and cannot award recognised degrees. According to Careers 360, the Uttarakhand government appointed Registrar of the Uttarakhand Technical University to conduct an inquiry, who has recommended banning IIPM. In 2009, B. Mahesh Sarma of Careers 360 also reported that for the class of 2008, three companies – Standard Chartered, Barclays and Deutsche Bank – which are mentioned in IIPM advertisements as participants in campus placement, said that although they might have a few freshers of the institute working for them, they have never participated in the institute's campus recruitment process. The Pioneer reported in April 2010, "We found out that not only have they taken IIPM students, most of them have been taking the IIPM students very regularly over many years." As of June 2010, both Standard Chartered and Barclays were offering jobs to IIPM students. In the Careers 360 article, Sarma profiled a sample of jobs that IIPM said students get abroad in places like the gulf countries; Sarma requests the reader to make his/her own judgement on the international jobs offered.

Court judgments

In 2009, IIPM filed a criminal defamation charge against Careers 360. According to Arindam Chaudhuri, Honorary Dean of IIPM, the courts in February 2010 had admitted IIPM's defamation cases against Outlook and Careers 360. In May 2010, the court upheld that the contents of the Careers 360 article were "prima facie defamatory" and issued bailable warrants against Maheshwar Peri, publisher of Careers 360 and Outlook, and Mahesh B Sarma, editor of Careers 360. In September 2011, the Delhi High Court dismissed a petition filed by Outlook Publishing Private Limited and Maheshwar Peri, publisher of Outlook and Careers 360, and "upheld the order passed by the metropolitan magistrate" with respect to a criminal complaint filed by IIPM's sister concern, Planman Consulting India Pvt Ltd. The Delhi High Court held Outlook Publishing Private Ltd, publisher Maheshwar Peri, Outlook editor Vinod Mehta and other petitioners (except the directors of Outlook) "prima facie liable for publishing derogatory and defamatory article." Both Maheshwar Peri and Vinod Mehta resigned from Outlook in early 2012.

Trade practices

In May 2007, The Monopolies and Restrictive Trade Practices Commission (MRTPC), an anti-monopoly watchdog, initiated a probe into IIPM's advertisements. They stated that they suspected that IIPM recovers the cost of GOTA tours and laptops (both advertised as free for the students) from students later on.

In October 2007, MRTPC announced that they would not be processing enquiry against many business schools due to "shortage of staff."

Tax issues

In May 2007, S.S. Palanimanickam, Minister of State for Finance, answered a question in the Rajya Sabha raised by Dharam Pal Sabharwal, another Rajya Sabha member, "IIPM has not paid income tax during the assessment years 2005–06 and 2006–07, claiming exemption under section 10(23C) (vi) of the Income-tax Act, 1961." The Ministry further stated that service tax paid by IIPM in the preceding two years had been nil. Under a query raised through the Right to Information Act on the institute, the Central Board of Direct Taxes had said that the ministry did receive a "tax evasion complaint in respect of wrong claims of exemption under Section 10 (23C) of the Income Tax Act, 1961."

In April 2009, the Indian government clarified that there were "no pending tax claims against IIPM" and the case had been closed after due enquiry.
