Open IPTV Forum is a non-profit industry body formed in 2007 with the mission of enabling a new mass market for IPTV by creating a set of unambiguous end-to-end specifications for IPTV services of the future, followed by a certification program for their implementation. It is known by the abbreviation OIPF.
The Forum states they had three initial goals:
1. To "Define end-to-end, interoperable specifications for the delivery of protected and unprotected media content and interactive services over IP networks, both managed and unmanaged"
2. To "Establish a certification regime for devices and services to enable a horizontal retail market for compliant devices"
3. To "Promote the adoption of its specifications for deployments of IPTV solutions
In 2012 the Forum claims that much of the work to achieve their initial goals was complete and published in two solution releases which can be downloaded online .
As of 2012 there are over 50 companies involved in the IPTV business who are indicated to be supporting members of the OIPF , this includes network operators Orange, Saudi Telecom (STC), and set top box manufacturer Humax. In March 2012 the OIPF announced reduced membership fees to encourage participation from smaller enterprises including application developers and in November 2012 the Forum announced that they had attracted 18 new members including broadcaster the Weather Network .
The HbbTV standard, which has been adopted by many broadcasters across Europe, is based on the specifications created by the Open IPTV Forum .
The OIPF and HbbTV announced a joint initiative for testing and certification in 2012 .
