The ARC comprises 35 municipal governments (i.e. cities, townships and villages), three counties (Wayne, Oakland and Washtenaw), Henry Ford Community College and cooperating partners (i.e. other organizations) as authorized by Part 312 (Watershed Alliances) of the Michigan Natural Resources and Environmental Protection Act (MCL 324.101 to 324.90106) as amended by Act No. 517, Public Acts of 2004.
The ARC was founded in 2005 and is funded by membership dues from local governments and supported by grants. The ARC and its partners work cooperatively to meet water quality requirements mandated by the state's storm water permit and torestore beneficial uses, such as canoeing, fishing and other recreational activities, to the Rouge River.
The ARC helps its members support a variety of activities that benefit the Rouge River and meet the State of Michigan's permit requirements. Some of the benefits to members include:
- Access to grant funding
- Permit compliance support
- Simplified reporting
- Planning tools
- Native planting programs
- Public education
- Rain barrel sales
- Workshops and presentations
The ARC continues to leverage its resources by conducting projects under grants including EPA GLNPO's Great Lakes Restoration Initiative, natioanl Oceanic and Atmospheric Administration and the U.S. Forest Service.
Primary Members include: Auburn Hills, Beverly Hills, Bingham Farms, Birmingham, Bloomfield Hills, Bloomfield Twp., Canton Twp., Commerce Twp., Dearborn, Dearborn Heights, Farmington, Farmington Hills, Franklin, Garden City, Henry Ford Community College, Lathrup Village, Livonia, * Melvindale, Northville, Northville Twp., Novi, Oak Park, Oakland County, Orchard Lake, Plymouth, Plymouth Twp., Pontiac, Redford Twp., Rochester Hills, Romulus, Southfield, Troy, University of Michigan – Dearborn, Van Buren Twp., Walled Lake, Washtenaw County, Wayne, Wayne County, Wayne County Airport Authority, Westland, Wixom.
Cooperating Partners include: Cranbrook Institute of Science, Friends of the Rouge, Rouge RAP Advisory Council, Southeastern Oakland County Water Authority, and Wayne State University.
