They were blocked. I've been doing my best to go back and reverting a lot of his changes, but it looks like he's been extremely active in the last few days. He still has a bunch of recently created articles that I'm almost positive don't meet the notability guideline, but he's add some sources so its not quite that easy to clean up. :( Mkdw00:11, 3 March 2013 (UTC)

I am at the moment living in Cergy and wanted to update the Cergy page by adding the casino and its website.
Please let me know what seems to be inappropriate on it.
I saw your comment at the user's talk page. I had moved it from Portal space to The Essence of Nature. I've got it tagged for proposed deletion right now. Do you feel it comes within a speedy delete category, rather than wait out the prod? —C.Fred (talk) 20:14, 9 March 2013 (UTC)
There is no speedy deletion category that fits so waiting out the proposed deletion is the only thing to do. I was hoping they would just let me delete it for them, but that isn't likely to happen. I was remove the page you re edit becouse all content is defamation and slander by the same people spma since 3 years different name on build spam page and spinn that page via wiki pedia referenc and edu link, i think is a valid reas so delete that libelous page.
