Junius K. Y. Ho (何君堯) was born on 4 June 1962. He is the Senior Partner of a law firm in Hong Kong and a Principal Representative of a law firm in Guangzhou. He is also the Immediate Past President of the Law Society of Hong Kong and an Independent Director of Hong Kong Football Association Limited.

His major practice is civil litigation and he specializes in shareholders’ disputes and family disputes. He has handled a case relating to the shareholders’ disputes concerning a famous golf club in Shenzhen and another case relating to the disputes between family members who run casino business.

He used to lived in Tuen Mun and he was elected as the Indigenous Village Representative of Leung Tin Village in 2011. In April 2011, he was elected as the Chairman of Tuen Mun Rural Committee in place of Mr. Lau Wong Fat, who held the position for more than 40 years and he became a member of Tuen Mun District Council and Executive Committee of Heung Yee Kuk respectively. He was elected as the President of the Law Society of Hong Kong and appointed as an Independent Director of Hong Kong Football Association Limited in 2011. During his term as President of the Law Society of Hong Kong, he was keen on expressing his views on current issues including constitutional development.

He was a candidate in the Legislative Council Election in New Territories West in September 2012 and is a spokesman for the New Territories Concern Group. In early 2012 through to late December 2012, he was reported in the news to be rather vocal on the heated topic of illegal structures

He currently advocates promoting plasma gasification.

Career

After gaining his qualifications he was admitted as a solicitor in Hong Kong in 1988 and was similarly admitted in other jurisdictions in Singapore and England and Wales in 1995 and 1997.

He was appointed a China-Appointed Attesting Officer in 2003.

He became the Vice-President (June 2005 - May 2011) and Council Member of the Law Society of Hong Kong (May 2012 – Present) and was elected as the President of the Law Society of Hong Kong (May 2011 - May 2012).

He was elected as Chairman of Tuen Mun Rural Committee in 2011 and he holds the posts of Ex officio member of Tuen Mun District Council and Ex officio executive member of the 33rd Executive Committee of Heung Yee Kuk.

In January 2011, he competed with Mr. Lau Wong Fat for the post of Chairman of Tuen Mun Rural Committee.

As President of the Law Society of Hong Kong he expressed his thoughts to the media on the judicial review of Filipino maids seeking right of abode in Hong Kong in July 2011

He citied section six of the Public Order Ordinance and explained about police discretion and the extent of restrictions considered necessary for national security and to protect public safety when the news of three protesting students locked up in the back stairs of the University of Hong Kong’s K. K. Leung Building made headlines in August 2011 during a visit by Vice-Premier Li Keqiang.

He appeared as a guest on the radio programme, “On a Clear Day” in September 2011 and spoke about Replacement Mechanism.

In February 2012, he expressed his views on the babies born in Hong Kong whose parents are not Hong Kong permanent residents. He thought these babies could be beneficial to the development of Hong Kong. He said the Hong Kong government may request for interpretation of the Basic Law but this process should not be abused.

In February 2012, he appeared as a guest on the television programme hosted by the News Channel of Now TV.

In March 2012, he expressed his views that even Mr. Justice Bokhary would not be retained as a Permanent Judge of the Court of Final Appeal, the Judiciary might consider appointing him as a Non-Permanent Judge.

In April 2012, he discouraged owners of New Territories Exempted Houses to register unauthorized building works because such registration would be self-incriminating and the Government might take enforcement actions against those who have registered after 5 years.

In April 2012, he appeared as a guest on the RTHK radio programme “左右紅藍綠” and spoke about the undesirable aspects of the registration system for unauthorized building works in New Territories.

In April 2012, he appeared as a guest on the ATV programme "News Magazine" and spoke about the issue of unauthorized building works.

In April 2012, he, as President of the Law Society of Hong Kong, expressed his views after the election of the next Chief Executive.

In May 2012, he wrote the last President’s Message in “Hong Kong Lawyer” as President of the Law Society of Hong Kong and expressed his views on the Government and made his wishes regarding the future development of Hong Kong.

In late July 2012 the press widely reported that he was possibly a serious candidate for the September 2012 Legislative Council Election after he was spotted autographing his new book writing about his early years in Leung Tin Village and the development of his career as a solicitor for a prolific author at the annual Book Fair held at the Hong Kong Convention and Exhibition Centre.

In late 2012 he arrived on the political scene as a new independent candidate without any political affiliation and took part in the Legislative Council Election in New Territories West.

On 10 September 2012 he polled 10,805 votes in his first attempt in the political field as Candidate No.9. During the election, he campaigned for a constructive change and was associated with the slogan “Fed up Flare up!”

On the 4th May 2013 the New Territories Concern Group was founded with the aim of monitoring the Government’s various policies in relation to the New Territories and he acts as a territorial voice where he is the spokesman.

In early 2012 through to late December 2012, he was reported in the news to be rather vocal on the heated topic of illegal structures and was quoted to have “urged the government to legalise structures that would improve their living” and to have “urged residents to boycott the registration exercise as the government had taken a "heavy-handed approach." Registering would mean they admit violating the buildings ordinance.”

In September 2013 Hong Kong’s waste and what to do about it became a contentious topic and he was reported in the news as part of a delegation sent to Europe in October 2013 where he visited incinerators, gasification plants and plasma plants.

In November 2013, the New Territories Concern Group produced a report to lobby the government to consider gas plasma technology as an alternative.

In December 2013, Ho advocates promoting plasma gasification being the sunrise technology in place of incineration. He also met with opposition from the Alliance for Promoting Sustainable Waste Management for Hong Kong who says that the best solution to Hong Kong’s waste problem is still incineration.
