It is run by Maxine Asher, director of the American World University, an otherwise unaccredited school. Asher has stated that "laws in the U.S.A. prohibit the recognition of global accreditation associations."
The association was started in 1994 in Zürich, Switzerland. As of 2004 it lists 21 accredited schools, 3 schools with accreditation in progress, and 26 "members only" schools. Any school paying $500 plus $2000 a year can be listed as a member.
