The Free Congress Foundation is a conservative think tank founded by Paul Weyrich. It is based in Alexandria, Virginia. Since 2010, the Foundation has been headed by former governor of Virginia Jim Gilmore. Under Gilmore's leadership the Free Congress Foundation has focused on tax, economic, urban, transportation, and foreign policy issues. Recently, the Foundation has re-branded itself as American Opportunity with a new website, www.americanopportunity.org.

It is a 501(c)(3)research and education organization.
