Adds a nifty info bar across the top of userpages (or talk pages if used there).

By default this template displays a link to Interiot's Tool and a link to Oleg's edit summary usage tool. You can add a "purge server cache" link by passing purge = yes (any other value for purge is ignored, and yes is case sensitive).
