This editor appears to be WP:NOTHERE and is operating as what seems to be a WP:SPA for promotional means. I believe that there is a WP:BLPCOI as well, as indicated by the upload of the author's image at commons:File:Colin R. Turner.jpg by Silkfield who indicated that the image is their "own work" and confirmed by OTRS. This user seems to have close ties to the author, creates promotional content related to the author, and recreates it when its deleted.
All of these articles relate to the author Colin Turner, his books, and the concepts presented in them. The Free World Charter was speedy-deleted once on 31 October 2014, moved at user's request to User:Silkfield/The Free World Charter that day, recreated at The Free World Charter on 19 November 2016, speedy-deleted again on 20 November 2016, moved again at user's request to User:Silkfield/The Free World Charter II, and lastly recreated at Free World Charter on 7 March 2017. This last recreation was merged to the author's article.
Today I've placed CSD templates on three of the remaining articles (F-Day: The Second Dawn of Man, Into the Open Economy, and Open (sharing) economy) as promotional (G11). The only citations on them are the books themselves and the author's own website. I've PROD'd Colin R. Turner and if that fails then take it to AFD based on lack of sources which established notability per WP:BASIC.
