I'm not sure what message you're referring to. A general announcement appeared for some time at the top of pages inviting users to run, but any potential candidate is subject to the eligibility requirement of having 1000 edits by October 1. Categories

Welcome to Misplaced Pages. I notice that you have been adding categories to some articles and changing category names on others. I suggest you read Misplaced Pages:Categorization FAQ and Help:Category before you do any more of these edits. Note in particular that there is a standard place for category tags - near the end of an article - and that category names should not usually be capitalised - I think this may be why some of your new category links are showing as red (broken) links.
