The 2020 Ontario Liberal Party leadership election was held on March 7, 2020, at the International Centre in Mississauga, elected former Ontario Transportation Minister Steven Del Duca. The leadership election took place following the resignation of Kathleen Wynne as leader on June 7, 2018, after over five years as leader of the Ontario Liberal Party. The deadline for candidates to register was November 25, 2019 at 5:00pm. The six candidates in the race were Michael Coteau, Steven Del Duca, Kate Graham, Brenda Hollingsworth, Mitzie Hunter, and Alvin Tedjo.

Background

The Ontario Liberal majority government led by Kathleen Wynne was defeated in the 2018 general election by a wide margin, returning a caucus of just 7 MPPs and losing official party status in the Legislature. Wynne tendered her resignation as party leader, while continuing to sit in the legislature as MPP for Don Valley West.

Interim leader

Wynne announced on election night that she had asked the party president to begin the process of choosing an interim leader. According to the party's constitution, an interim leader is to be selected by a vote of the party caucus, the presidents of riding associations without an elected Liberal MPPs and party executive members.

The Liberal caucus unanimously endorsed Ottawa South MPP John Fraser to serve as interim leader on June 13, 2018. Fraser assumed the office of interim leader on June 14, following a vote of party executives and presidents of riding associations for the remaining 117 ridings that do not have a Liberal MPP.

Rules and procedures

Under the procedure outlined by the party's constitution, the leader is chosen in a traditional delegated leadership convention in which up to 2,000+ delegates would be eligible to vote, made up of 1,984 elected delegates (16 elected by proportional representation in each of the 124 provincial riding associations) in addition to ex officio delegates (current and former Liberal MPPs, defeated candidates from the last election, riding association presidents, party executive officers and other party officials, and federal Liberal MPs for Ontario), youth delegates from campus clubs and delegates representing the Women's Commission. Riding delegates were able to run on the slate of a leadership candidate or as independents; in the case of the former they were required to vote for that candidate on the first ballot but would be free to change their support subsequently. Balloting at convention continues until one candidate receives a majority of ballots cast.

Candidates had until November 25, 2019 at 5 pm to register and December 2, 2019 was the deadline for individuals who wish to vote to become members of the party. Delegate election meetings were held on February 8 and 9, 2019. First ballot voting occurs on Friday March 6, 2020 as delegates register. The results of the first ballot are to be announced on March 7, 2020 at 1:45 pm with subsequent ballots to follow if there is no winner on the first ballot.

An attempt to amend the party constitution to change the leadership election system to a One Member One Vote model was supported by 57% of delegates to the party's Annual General Meeting held on June 8, 2019, failing to receive the two-thirds majority required for it to pass.

Delegate selection meetings

A total of 2,084 delegates were elected from Ontario's 124 electoral districts (1,984), and from the Ontario Liberal Party's 12 youth and 12 women's clubs (108). The delegates were selected over the weekend of February 8-9, 2020. Most of these delegates elected are pledged to support one of the leadership candidates on the first ballot at the March 6 convention, while some are independents who can vote for whomever they chose at the convention. An additional 640 ex-officio delegates are eligible to vote at the convention by virtue of party and elected offices they have held, such as sitting and former Liberal MPPs, recent provincial Liberal candidates, sitting Liberal MPs, and various party officials and representatives of party bodies.
