Performer is the name of the admin, without any prefix
Target is the name of the user, IP or IP range, written with the prefix "User:"

22:24, 7 February 2008 Spartaz talk contribs blocked Soulscanner talk contribs with an expiration time of 1 second (autoblock disabled) (I clearly misread the situation. The other user appears to have forged the preceding 3RR report to make the situation worse then it looked. User fully exoneration and my apologies for my error)
