José Alejandro Zelaya Villalobo is a Salvadoran politician. He served as Minister of Finance in the cabinet of President Nayib Bukele from 2020 to 2023.

He previously served as Deputy Minister of Revenue in the same cabinet from June 2019 to July 2020. In 2011, he got a degree in public accounting from University of El Salvador.
