Billy Ray Bell (born January 16, 1961) is a former American football defensive back who played two seasons in the National Football League (NFL) with the Houston Oilers and Kansas City Chiefs. He played college football at Lamar. He was also a member of the BC Lions of the Canadian Football League and the Dallas Texans of the Arena Football League.
