United States foreign adversaries, as formerly defined in the 15 CFR 7.2 and currently defined in 15 CFR 791.2 is "any foreign government or foreign non-government person determined by the Secretary to have engaged in a long-term pattern or serious instances of conduct significantly adverse to the national security of the United States or security and safety of United States persons".
Current foreign adversaries
In the 15 CFR 791.4, has officially defined the following countries as "foreign adversaries" as of July 18th, 2024:
- People's Republic of China, including the Hong Kong Special Administrative Region (China)
- Republic of Cuba (Cuba)
- Islamic Republic of Iran (Iran)
- Democratic People's Republic of Korea (North Korea)
- Russian Federation (Russia)
- Venezuelan politician Nicolás Maduro (Maduro Regime)
Impact
Some state laws prohibit individuals from foreign adversaries buying property asset. For example, Louisiana state law prohibits foreign adversaries listed in 15 CFR 7.4 to acquire real property within the state. The state of Virginia prohibits foreign adversaries purchasing agricultural land from Virginia.
Other meanings
10 U.S.C. § 4872(d)(2) "Acquisition of sensitive materials from non-allied foreign nations: prohibition" defines "covered nation" as

This was used to define "foreign adversary country" in the Protecting Americans from Foreign Adversary Controlled Applications Act.
