General Mohammed Rafie (Pashtu: محمد رفیع) was an Afghan communist minister from People's Democratic Party of Afghanistan.
Rafie was born about 1946 in Paghman area. He is a Pashtun. He was an army officer in tank corps. He was appointed as minister of public works following the Saur Revolution. In August 1978 he was ousted from his public offices by Khalqi government.
Rafie was a member of the Politburo, Deputy Prime Minister, and Defense Minister. He served as Minister of Defense of the Democratic Republic of Afghanistan from 1979 to 1984 and 1986 to 1988.
Rafie was one of the vice presidents of Mohammed Najibullah after the 1988 elections.
