Mohini Mohan Dhar was an Indian lawyer and Dewan of Mayurbhanj, appointed by Sriram Chandra Bhanj Deo. He played a key role in the estate's administration under Maharaja Bhanja Deo.

Dhar, with a degree in law, made significant contributions to the legal field. He was appointed as a private tutor at Ravenshaw College in Cuttack by Maharaja Sriram Chandra Bhanj Deo. Dhar was subsequently appointed as Adviser, State Judge, Dewan, and Vice-President of the State Council, serving as the de facto counsellor to the Maharaja.

Dhar played a major role in the leasing of the pioneering iron ore mines of the town to Tata Steel. These mines were the first iron ore mines developed in India in 1910. Under the guidance of Maharaja Sriram Chandra Bhanj Deo, the ruler of the Princely State of Mayurbhanj, and with the expertise of Pramatha Nath Bose, a leading geologist who surveyed the ore deposits in 1908, the foundation was laid. However, it was Mohini Mohan Dhar, the Dewan of the State, who was instrumental in securing the lease, marking a significant milestone in India's mining history.
