- Candidate was ineligible to contest the election after not completing mandatory candidate training. They still appeared on the ballot as they were only "retired" by the Victorian Electoral Commission after ballot papers had been printed, however they could not serve as a councillor and their votes were distributed to other candidates according to voters' preferences.
