Is this the same cipher that Louis XIV used?
And is this Commandant Etienne Bazeries?

Yes, this is the Louis XIV cypher. It was invented/developed by one or more of the Rossignols and, after it went out of use, was unbroken until Bazieres managed. Still didn't answer the question about who the guy inthe Iron Mask was though.
As for Commandant, well... I think so, as I seem to recall he had some sort of military rank, but this may have been honorary or reserve or something. Beyond that... ?
