National Qualifications Agency – a permanent collegial public body authorized to implement the government policy in the field of qualifications, the establishment of which is provided for in the Resolution of the Cabinet of Ministers of Ukraine of 05 December 2018 № 1029.
Powers and authority
National Qualifications Agency:
- participates in the development of regulatory legal acts in the field of qualifications;
- provides interaction, coordination and efficiency of stakeholders in the field of qualifications;
- accompanies the iimplementation of the National Qualifications Framework in compliance with the requirements of the Law of Ukraine “On Higher Education”;
- carries out international cooperation in the area of qualifications, in order to harmonize the National Qualifications Framework with relevant international instruments;
- coordinates assessment of the effectiveness of state policy in the field of qualifications;
- provides forecasting of labor market needs in qualifications;
- provides information support of the National Qualifications System and the National Qualifications Framework;
- creates and maintains the Register of Qualifications;
- prepares a draft procedure for the development, implementation and review of professional standards and submits it to the Cabinet of Ministers of Ukraine for approval;
- registers professional standards and provides open access to standards;
- coordinates the development of professional standards;
- participates in the development of educational standards;
- carries out accreditation of qualification centres;
- develops criteria and procedure for the recognition of professional qualification obtained in foreign countries;
- forms requirements for procedure for awarding qualifications and recognition of non-formal and informal learning outcomes;
- cooperates with bodies and institutions responsible for ensuring the quality of education;
- exercises other powers prescribed by law.
The Agency prepares and submits an annual report on the results of its activities for the past year to the Cabinet of Ministers of Ukraine by March 1.
Structure
АThe Agency is formed on a parity basis by representatives of the Ministry of Education and Science of Ukraine, the Ministry of Social Policy of Ukraine, the Ministry for Development of Economy, Trade and Agriculture of Ukraine, the Joint Representative Body of Employers at the national level and the Joint Representative Body of Representative All-Ukrainian Trade Unions at the national level (hereinafter referred to as the submissions), taking into account the principle of gender balance. The Agency consists of 12 members:
- two representatives from the Ministry of Education and Science of Ukraine
- two representatives from the Ministry of Social Policy of Ukraine
- two representatives from Ministry for Development of Economy, Trade and Agriculture of Ukraine
- three representatives from the Joint Representative Body of Employers at the national level
- three representatives from the Joint Representative Body of Representative All-Ukrainian Trade Unions at the national level

Process of Agency’s establishment
On November 27, 2017, on the official website of the Ministry of Education and Science of Ukraine the draft resolution of the Cabinet of Ministers “On the establishment of the National Qualifications Agency” was placed. On December 5, 2018, the Cabinet of Ministers of Ukraine adopted a Resolution according to which the Agency was established, its Statute was approved, and the maximum number of the Agency's secretariat was determined. On April 3, 2019, the Cabinet of Ministers of Ukraine approved the staff of the Agency. On July 10, 2019, the Cabinet of Ministers of Ukraine adopted a Resolution approving amendments to the Agency's Statute.
