Operation Days of Penitence was an Israeli code name for Israel's major military attack on the northern Gaza Strip between September 30, 2004 and October 16, 2004. Israel claimed that the attack was necesssary to prevent Palestinian resistance groups from launching makeshift rockets into Israel and Israel's occupation colonies in Gaza. During this invasion, Israel killed up to 133 Palestinians and 3 Israelis were killed by Palestinians.

Events

Following the death of two Israeli children from a makeshift Qassam rocket launched by Palestinian resistance, Israel launched a major military attack onto the northern Gaza strip, focusing on the towns of Beit Hanoun and Beit Lahia and the Jabaliya refugee camp. Israel stated that the goal of this invasion was to prevent further launching of rockets and mortar shells into Israeli occupation colonies in Gaza and the town of Sderot in Israel.

During this attack the Israeli military killed more than 130 Palestinians, including 31 children. The Israeli army also completely destroyed 77 Palestinian houses and damaged hundreds more; damaged public facilities, including schools, kindergartens and mosques, and destroyed large areas of Palestinian farmland.

On October 3, the U.N. Secretary General Kofi Annan condemned Israeli military operations in Gaza and Arab League asked the U.N. Security Council to intervene .

During the U.N. Security Council deliberations over censuring Israel for this attack, Israel accused the United Nations Relief and Welfare Agency (UNRWA) of complicity in Palestinian attacks by allowing its vehicles to transport rockets. Israel released a video claiming that it showed rockets being loaded into the UNRWA ambulance. UNRWA denied the accusation and demanded an apology stating that the object was a stretcher, not a rocket (the person in the video was carrying the lightweight object with just one hand). On October 6, Israel retracted the accusation. (more details.)

This Israeli military attack resulted in a proposed resolution of the U.N. Security Council condemning the Israel's military action, calling for Israel's withdrawal and respect for human rights of Palestinians. The resolution was vetoed by the United States on October 5.

Over the weekend of October 17, the Israeli military announced that its troops withdrew from the Jabalia refugee camp and other populated areas and redeployed to positions nearby. Israel proclaimed the attack a success, with a warning that the troops would return if rocket attacks resume.

Both sides claimed victory in the operation.

An Israeli army spokesman said: "We really impaired the ability to shoot Qassams from Jabalya. We engaged many cells and now there are fewer Hamas members to shoot rockets," he says. "We dealt a hard blow to the whole Hamas infrastructure in Jabalia."

A Hamas spokesman stated that the problem was not the Palestinian resistance but the Israeli occupation of Palestine: "Hamas achieved a victory over the Zionist enemy ... the blows of the resistance and the steadfastness of the people caused the occupying forces to withdraw without achieving any of their goals."

Analysts on both sides agree that Israel's proclamation of success is premature and that resumption of rocket attacks is likely because the underlying cause for attacks on Israel has not been removed and this bloody invasion has probably inspired more Palestinians to join active resistance.

One Palestinian widow, sitting in the rubble of the new house she was supposed to move into at the time of the incursion said "As long as the Israelis don't stop their aggression, Hamas will answer by the Qassam" .
